How This Resource Works
The Pennsylvania Housing Finance Agency (PHFA) connects at-risk homeowners with HUD-approved housing counselors at no cost. Counselors review your loan terms, contact your servicer directly, and negotiate options such as repayment plans, forbearance agreements, or loan modifications to bring your account current and keep you in your home.
To get started, submit an intake form on the PHFA website or call the Homeowners’ Emergency Mortgage Assistance Program (HEMAP) hotline. You will be matched with a local counselor who will schedule a phone or in-person appointment within a few business days. Bring your most recent mortgage statement, proof of income, and a summary of any missed-payment notices to that first session.
Counselors are impartial — they represent you, not your lender. Their goal is to find the least disruptive resolution that fits your financial situation and timeline.
